During the first few years of its existence, ISIS-K attacks were mainly confined to Afghanistan and Pakistan. The first year under the Taliban's rule saw a sharp uptick in terror attacks inside Afghanistan. But that trend has changed in recent months; attacks inside the country declined while attacks beyond its borders have increased. Thus, the conditions inside Afghanistan have awarded the terror group space to develop a greater capacity to stage external attacks.

Kirby did not specify when the Taliban killed the ISIS-K leader, but called it one in a “series of high-profile leadership losses” that ISIS-K has suffered this year. The terrorist who carried out the suicide bombing, Abdul Rehman Al-Loghri, had been released from prison only days earlier when the Taliban took control of the area. ISIS-K stands for ISIS-Khorasan, the terror organization’s affiliate that is active in Afghanistan and the surrounding region. Taylor Hoover, who was killed in the bombing, told CNN that he was notified by the military Tuesday morning.

On this night, and on many nights during Omid's first few months in Maine, Nasir was soon at his door. Omid's family arrived in Maine just before Halloween in 2021 and recently celebrated one year in Maine. Catholic Charities, the local refugee-resettlement organization in Maine, was working with Omid's family to help them resettle. After Omid's family escaped Kabul, members of his extended family came by to collect some of their more precious items, and gave other things away.
